The Norwegian Film Institute unites the public administration of Norwegian films in a single institution, under the authority of the Ministry of Cultural Affairs. The Film Institute provides funding for development, production, promotion and distribution of film, series and games, and promotes Norwegian films abroad through film festivals and by organizing film weeks.

Manger International Relations Documentary Films at the Norwegian Film Institute. Her principal focus is on promotion of Norwegian documentary films. Member of the Board of Directors of the Norwegian Short Film Festival (established 1978) 1981 – 2003, director of the festival 1989 – 91. One of the founders of the Nordic short and documentary film festival Nordisk Panorama, co-director of the first festival in 1990. Member Board of Directors Fredrikstad Animation Festival 2001 – 2003. One of the founders of the Norwegian film magazine “Z”, established 1983. Member of the editorial group until 1987. Jury member at several international short and documentary film festivals.
